
Lucky Draw Rules & Regulations
1. Organizer
This lucky draw is organized by the Kachin Alliance, a registered 501(c)(3) non-profit organization, to raise funds for the IDP and emergency relief in Kachinland, Kachin Alliance office operation, and scholarship and education initiatives.
2. Eligibility
The lucky draw is open to individuals aged 18 and above, residing in the United States.
Kachin Alliance Executive Committee members and Kachin Alliance Fundraising Committee members are not eligible to participate.
3. Ticket Purchase
Each ticket costs $20 and can be purchased from Seng Bu Lasi, Martu Hpauda, or local KA State Representatives.
There is no limit to the number of tickets a participant can purchase.
Tickets are non-refundable and non-transferable.
4. Lucky Draw Date & Venue
The lucky draw will be held on Saturday, August 9, 2025 in Baltimore, Maryland.
Winners will be drawn at random under the supervision of Kachin Alliance (TBD)
The drawing will be live-streamed on Kachin Alliance facebook page (https://www.facebook.com/kachinalliance/).
5. Prizes
First Prize: USD 10,000
Second Prize: USD 5,000
Third Prize: USD 3,000
Additionally, there will be (10) prizes of Kachin heritage items.
Prizes are non-exchangeable and non-transferable.
6. Winner Announcement & Prize Collection
Winners will be announced on Kachin Alliance facebook page and on Kachin Alliance website.
Winners must present a valid ticket stub or proof of purchase and a valid identification to claim their prize.
Prizes must be claimed within 30 days from the draw date. Unclaimed prizes may be forfeited or used for future fundraising efforts.
7. Tax Liability & Payment
All raffle prizes are subject to the United States federal and state tax requirements. Winners must complete IRS Form W-9 before receiving their prizes.
The United States federal tax regulations for raffles conducted by tax-exempt organizations state the following:
An exempt organization must report raffle prizes if (a) the amount paid reduced, at the exempt organization’s option, by the wager (the amount a person paid for the chance to win a prize), is $600 or more; and (b) the payout is at least 300 times the amount of the wager.
An organization that pays raffle prizes must withhold 25% from the winnings and report this amount to the IRS on Form W-2G. This regular gambling withholding applies to winnings of more than $5,000. If the organization fails to withhold correctly, it is liable for the tax.
An organization is required to withhold 28% of the total proceeds if (1) the prize is otherwise subject to reporting (i.e., the amount of the prize, less the amount wagered, is $600 or more and 300 times the amount of the wager), and (2) the winner fails to furnish a correct taxpayer identification number (social security number, individual taxpayer identification number, or employer identification number). This is called backup withholding.
In compliance with federal tax regulations, Kachin Alliance will withhold 25% of the prize amount from the First Prize and Second Prize winners. The IRS Form W-2G will be issued to the First, Second, and Third Prize winners for tax reporting purposes.
Winners are solely responsible for any applicable local or state taxes on their prizes.
It is the winner’s responsibility to report the prize winnings as income on their federal and state tax returns.
Final decisions regarding tax withholding will be made by the Kachin Alliance.
8. Liability & Disputes
Kachin Alliance is not responsible for lost, damaged, or stolen tickets.
Participants release Kachin Alliance from any liability related to participation in the draw or use of prizes.
